OCTOBER 2019 HDT 15 WWW TRUCKINGINFO COM Tariff rescinded on domestic intermodal containers A 25 tariff that was to be imposed by the United States on certain imported goods from China will not go into effect for 53 foot domestic intermodal containers according to a statement issued Aug 15 by the American Trucking Associations ATA said it had informed the Office of the United States Trade Representative that because such containers are only made by two manufacturers that are both located in China fleets here would have no choice but to pay the additional cost because no domestically sourced options exist We explained that applying tariffs to these containers would have a tremendous impact on the entire freight logistics industry and ultimately on U S consumers so we are very pleased with the decision said ATA Chief Economist Bob Costello ATA estimated that the logistics industry would have paid an additional 63 million in the first year and nearly 750 million more over the next decade for the equipment if these tariffs had not been rescinded which ATRI defines as any detention time over two hours While some delays could not be blamed on customers such as those due to traffic weather or accidents ATRI found that customer inefficiencies were a major contributing factor to detention such as facilities not increasing labor and dock capacity to match increased freight movement and truck activity The impact that detention has on drivers available on duty hours was a key point of examination for ATRI in its study Facility delays were the top factor identified by carriers as impacting drivers ability to comply with hours of service regulations The majority of drivers reported that they had run out of available hours while being delayed at a customer facility Some fleets and drivers told ATRI that shippers and receivers may not care about HOS constraints on drivers or dont understand them and are not held accountable for their delays which further exacerbates the problem of detention
